The rhythm
Two sessions carry the whole thing.
Every month, the action review asks whether the team is doing things right: progress on actions, what is stuck, who needs help. Short, about the work.
Every quarter, the strategy review asks the harder question of whether the team is doing the right things. For that you look at the trends behind each strategy, not at the actions.
Two action reviews, then a strategy review. Four times a year. Keeping those two separate is what stops the monthly session turning into a strategy debate while execution stalls.
What you do
You guide the first few rounds, and you guard three things a team does not guard for itself.
That people report before the session. This is the habit that decides whether a session is worth anything. If it does not happen, the session becomes a catch-up round and nothing is decided in an hour.
That amber is safe. If amber is treated as failure, everything stays green until the month it goes red, and the dashboard stops telling anyone anything they could still have acted on. That is a culture question, and an outsider can raise it in a way an internal chair cannot.
That a decision gets made. A strategy review where nothing is cut or changed was a presentation. You are the one who dares to ask: are we carrying on with this?
